Characterizing manufacturing sector disruptions with targeted mitigation strategies

Abstract It has become clear in recent decades that manufacturing supply chains are increasingly vulnerable to disruptions of varying geographical scales and intensities. These disruptions—whether intentional, accidental, or resulting from natural disasters—cause failures capacity reductions infrastructure, with lasting effects can cascade throughout the network. An overall lack understanding solutions mitigate disturbances rendered challenge reducing chain vulnerability even more difficult. Additionally, variability their impacts complicates policy maker stakeholder efforts plan for specific disruptive scenarios. is necessary comprehend different kinds group them based on stakeholder-provided metrics support planning processes modeling promote adaptable, resilient chains. This paper reviews existing methods risk management economic environmental disruptions. In addition, we develop a framework using agglomerative hierarchical clustering classify U.S. network data between 2000 2021 characteristic defined literature. Our review identifies five groups discusses both general mitigation strategies targeting each identified group. Further, highlight gaps literature related estimating including costs disaster preparedness planning. We also discuss easily available quantify how such could be included into our methodology.
